[Hygiene & Anti-Epidemics and Prevention of Major Diseases] The incidences of major infectious diseases remain at a stable level. In 2006, there are 69005 cases reported about notifiable diseases of both A and B classes across the city, basically the same as the previous year. There are no occurrences of infectious diseases like plague, SARS, human infected by avian influenza, anthrax, and poliomyelitis. And AIDS and viral hepatitis are brought under effective control, and the incidence of tuberculosis remains at the lowest level of the country. The accident of angiostrongyliasis has been effectively controlled so as to have 160 infected patients by this disease access to timely diagnosis and treatment.
Control and prevention of infectious diseases are further strengthened with the emphasis laid on prevention and control of humans infected by avian influenza, AIDS, tuberculosis, plague, and cholera. We have monitored in an all-round way avian influenza infection in humans, and improved the joint control and prevention mechanism by strengthening the communication and cooperation between relevant departments. Led by Beijing Center for Disease Control and Prevention, 67 sentry hospitals, 18 centers for disease control and prevent at the district and county level, and 6 network laboratories are organized into a monitoring network, so as to enhance the effect of monitoring seasonal respiratory diseases such as flu. We have carried out the citywide voluntary testing and screening of AIDS and the “peer education” of AIDS in cooperation of the municipal commission of education, and promoted the construction of model communities in AIDS control and prevention. We have perfected the monitoring network for citywide tuberculosis, and enabled the online case-reporting. We have established the work mechanism to prevent two-fold infection by tuberculosis and AIDS, and intensified the prevention of tuberculosis among students, flowing population, and prisoners. The prevention and monitoring of plague have been further intensified. In response to the possible outbreak of plagues due to the official operation of Qinghai-Tibet railway, we have organized relevant departments and units to make investigations and studies in Tibet and Qinghai, and reached a cooperation agreement with the Academy of Military Medical Sciences. We have performed emergency drillings about the plague with the railway department. By further standardizing intestine clinic, we have intensified the control and prevention of infectious intestinal diseases like cholera, and refined the reporting system and increased the publicity to the public.
The immunity planning work comes out top in the country. On the basis of over 95% inoculation rate of planned immunity among children citywide, a record kept for years, we have further intensified the work of immunity and prevention, updating Beijing immunity planning procedure and incorporating into the immunity planning meningococcus A&C vaccine, MMR vaccine, and DPaT, which were all inoculated at the expense of the government. The government has invested 8 million yuan in building the immunity planning information network across the city. Free inoculation of measles and epidemic encephalitis vaccines are still available to migrant workers while the prevention of hydrophobia by inoculating immunity vaccine has been further strengthened. There were 45 hospitals designated to offer hydrophobia immunity & prevention clinical service, but up to the end of the year, the hospitals offering such a clinical service has increased to 80. As for high blood pressure, diabetes, cerebrovascular accident and coronary heart disease, we have initiated a pilot project about the expense control and effect management of chronic diseases in communities. Seizing the opportunity created by Beijing Mental Health Regulations, we have launched the surveillance and treatment project for serious mental diseases, formulated the plan for project implementation and offered project management trainings. All financially poor patients with serious mental illness were provided with free medicines in every district and county.
[Community Health Work] Beijing had fully implemented the reform of community health service system and operating system, making a historical breakthrough in the development of the community health system. In August, Opinions of Beijing CPC Central Committee and Beijing Municipal Government on Accelerating the Development of Community Health Services and its supporting documents were formulated. These documents clearly stipulated that the community health centers should implement the respective revenues and expenditure management; the government should have the concentrated procurement of common drugs, unified distribution and zero difference sale; improved important personnel management and income distribution systems to promote the operating system of community health services.
Since Dec.25th, Beijing had taken the lead in concentrating the purchase of common drugs, drug distribution, ero difference sales in community health service; confirmed names of 312 common drugs and 923 drugs with packaging specifications from 310 manufacturing enterprises. Most of these drugs, accounting for 85% of all drugs in the community, were used for common diseases, frequently encountered diseases and chronic diseases. The centralized bidding prices of drugs declined 21.1% on average than the city's bidding prices of medical institutions last year. Community health service centers (stations) abolished the 15% of raising rate, carried out zero difference sales. These two together, were expected to save 300 million Yuan for citizens, compared with the previous year.
[Rural Health Service] The reconstruction of 133 community health service centers and 399 community health service stations in the 10 remote rural counties were completed, and the new CMS was further promoted and expanded. In 2006, about 2.61 million farmers participated in the new CMS, with a participation rate of 86.87%; 348 million Yuan were raised, with another 220 million Yuan for allowable compensation;0.69 million outpatients and 87,000 inpatients received compensation, and 170 thousand people received health examinations. Ten thousand harmless farmers’ household toilets were reconstructed, 190 various water projects in rural areas were completed, and 32 sets of water treatment equipment and 100 disinfection equipment were installed to further improve farmers’ production and living conditions
