I. Procedures:
(I) The health administrative departments at the district and county levels shall put forward preliminary examination opinions based on documents submitted by the applicant and the regional health planning and the plan on the setup of medical institutions; then the application documents and the local regional health planning and the plan on the setup of medical institutions shall be submitted to the acceptance hall of the municipal health administrative department;

 (II) After the examination and approval on application documents and preliminary opinions of the health administrative department at the district and county levels, they shall be submitted to the Ministry of Health for examination and approval.

 (III) After the setup approval by the Ministry of Health, the applicant shall again apply to the Ministry of Foreign Trade and Economic Cooperation  in accordance with relevant laws and regulations.
