National Health and Family Planning Commission Conducted Inspections on Lawful Practice in Medical Institutions in Beijing

From July 26 to 28, an inspection and supervision expert group led by Zhao Yanpei, Director of Bureau of Inspection and Supervision, National Health and Family Planning Commission paid an inspection visit to Beijing to check on lawful practice. The inspection group listened to the reports on inspection and supervisions on lawful practice in Beijing and visited 6 medical institutions including Peking University People's Hospital and Aerospace Center Hospital for on-site inspections and guidance and gave feedback on the existing problems and shortcomings on site.
During the supervision, Comrade Mao Yu briefed the inspection group on the special supervision and inspections on lawful practice in medical institutions on behalf of Beijing Municipal Commission of Health and Family Planning. In recent years, especially since National Health and Family Planning Commission and State Administration of Traditional Chinese Medicine issued the Notice on Conducting Special Supervision and Inspection on Lawful Practice in Medical Institutions last year, Beijing formulated and issued the Work Program for Special Supervision and Inspection on Lawful Practice in Medical Institutions in Beijing. Special supervision and inspections on lawful practice have been conducted in medical institutions in Beijing in an all-round way by expanding the supervision and inspection objects, increasing the contents of supervision and inspection, improving the supervision and inspection modes and advocating self-regulatory. In order to ensure that medical institutions consistently practice according to law, Beijing Municipal Commission of Health and Family Planning also issued a series of supporting documents, organized two trainings on lawful practice for medical institutions, organized the compilation of Selections of Medical Laws and Regulations and Self-Examination Guidance On Lawful Practice For Medical Institutions and distributed them to districts and relevant medical institutions. Since the end of last year, municipal and district-level supervision and inspection institutions have conducted special inspections on lawful practice in 2,699 medical institutions and imposed administrative penalties on some medical institutions and personnel violating relevant medical laws and regulations such as cancellation of licenses, suspense of business, fines and warnings.
For the problems found by the national inspection group, the accompanying responsible official of Beijing Municipal Commission of Health and Family Planning said on behalf of the inspected institutions that firstly, actions will be taken to make rectification immediately. Secondly, efforts will be made to strengthen lawful practice in terms of precision, professionalization and regularization. Thirdly, we should continuously raise awareness of lawful practice, master the ability for lawful practice and strengthen the supervision on lawful practice.
