To promote international cooperation and exchange efforts of Beijing Municipal Health Bureau and boost the process of internationalization of the medical and healthcare fields in the capital city, Beijing Municipal Health Bureau held the Meeting on Exchanging the Results of International Cooperation in Healthcare in the Capital City on January 10 and 11. Hu Dong, Deputy Director of Foreign Affairs Office of Beijing Municipal Government, and relevant leaders from Department of International Cooperation of Ministry of Science and Technology attended the meeting and made speeches at the meeting. More than 80 people including managing superintendents, heads of the foreign affair departments, and foreign affairs officers of relevant units of the healthcare sector in Beijing attended the meeting.
Deputy director Hu Dong recognized the positive role played by the Meeting on Exchanging the Results of International Cooperation in Healthcare held by Beijing Municipal Health Bureau in promoting international cooperation and exchange efforts in the healthcare sector in Beijing. He introduced the management principle of “strict management, assurance with pressure, improvement of quality and promoting development” on the work of going abroad official business made by the central government and Beijing municipality, explained the work priorities during the four stages of going abroad official business, made clear the quantitative target of going abroad official business for party and government cadres in Beijing in 2011, and said that experts and scholars in various medical research institutions would be supported continuously to participate in the international academic exchange activities. He also explained with examples about forbidding going abroad on official business with visa and permits for private affairs and enhancing awareness of disciplines on dealing with foreign affairs. His explanation has great significance in guiding our bureau’s work on going abroad on official business this year.
Relevant leaders of Department of International Cooperation of Ministry of Science and Technology introduced the general situation, current characteristics, management mechanism and management principle of international scientific and technological cooperation projects, explained the features and practices about all stages in international scientific and technological cooperation projects including application, feasibility study, approval, management and evaluation. A further understanding of the general procedure of international scientific and technological cooperation project management was enabled for all units. The awareness and ability of developing international cooperation projects with consideration of a unit’s actual situation were improved for all units.
Representatives from 19 medical institutions, including Li Ning, superintendent of Beijing You'an Hospital, and Shen Yanying, vice superintendent of Beijing Chaoyang Hospital, made typical reports respectively on the transformation of results of international cooperation and exchange in their units in recent years. They shared their best practices of international cooperation and exchanged with all participants. Heated and pragmatic discussions were made while ideas on international cooperation and exchange in the future were proposed.
This exchange event has played an important role in following best foreign practices, practically studying on and thinking about how transform the results of international exchange and cooperation, guiding relevant work in 2011 and improving the quality of word throughout all units of our bureau. After the meeting, all units have also expressed that they would follow the best practices provided by the meeting, further build the innovation platform for international cooperation and exchange, consider the healthcare priorities and the direction of healthcare reform, make greater efforts of dispatching and focus on the effectiveness of dispatching so as to achieve more results of international cooperation and exchange, and enable faster and better development of relevant work.
