As an integration of the ongoing 3rd, 4th, 5th, 6th and 8th rounds of the China Global Fund AIDS Program, the Global Fund AIDS Program is an international cooperation project concerning AIDS prevention and treatment based on the largest capital in China. For the purpose of effectively implementing such program, on the morning of April 22nd, Beijing Municipal Health Bureau held the Commencing Ceremony of Beijing Global Fund AIDS Program, which was attended by nearly 90 leaders from the Health Bureau and the Disease Control Center of 18 districts and counties, Beijing Centers for Disease Control, Beijing STD and AIDS Association, Ditan Hospital, You’an Hospital, Xiehe Hospital and other institutions. Zhao Chunhui, the deputy director general of Beijing Municipal Health Bureau, also attended the meeting and delivered an important speech. The Commencing Ceremony was presided over by Xie Hui, the deputy section chief of the Department of Disease Control, Beijing Municipal Health Bureau. 

At the meeting, Deng Ying, the director general from Beijing Centers for Disease Control, elaborate in detail on the management modes, project missions and other aspects of the Beijing Global Fund AIDS Program. Then the Family of Love, on behalf of the non-governmental organizations, introduced the modes of and experience about social organizations engaging in the prevention and treatment of AIDS and it also shared its assumptions on how to participate in the Program and enable the cooperation between the government and non-governmental organizations . Deputy director general Zhao Chuihui, in the name of regulatory authority of the program, signed a consignment agreement with the executive organs of the program of our municipality while Deng Ying, director of Beijing Centers for Disease Control signed, on behalf of the municipal executive organs, an agreement with the executive organs at the district and county levels, simultaneously further defining the responsibilities of each department and organ. Han Mengjie, assistant to the director from the National AIDS Affairs Office and secretary of the STD and AIDS Center of China Center for Disease Control, set and stated higher requirements for the work of our municipality concerning the prevention and treatment of AIDS. Finally, deputy director Zhao Chunhui made an important speech to put forth specific work requirements from the following seven aspects:
Attaching great importance, upgrading the overall understanding and strengthening the administration;
Dividing responsibilities among all the staff and establishing a system of responsibilities;
Integrating resources, managing in a comprehensive manner, improving the efficiency and properly use the funds;
Establishing and improving the organizational management system;
Bringing functions of social organizations into full play;
Enhancing efforts in supervision and technical guidance; and
Enhancing information exchanges and publicity.

As the Global Fund AIDS Program being an important supplement to the work of our municipality on AIDS prevention and control, the municipal government will take the implementation of the program as an opportunity for integrating resources of AIDS prevention and control from all social sectors to further implement all the measures for preventing and controlling AIDS and achieve a better job in this area.
