Project Steering Group of Global Health Partners to Create Smoke-free Hospitals Visits Our City to Inspect and Guide the Work

During April 28-29 and May 5-6, in order to implement the arrangements of project programs of the global health partners to create smoke-free hospitals to ensure project quality, Xu Guihua, Vice President of China Tobacco Control Association, led relevant professionals to carry out supervision over the construction work of 7 project hospitals in Beijing, accompanied by Liu Zejun, Director of Beijing Municipal Office of Patriotic Health Committee.

Steering group respectively heard the progress of the previous phase, facing problems and work plan for the next step of project hospitals; steering group gave full recognition of the work made by Beijing Municipality and project hospitals through reviewing implementation programs of tobacco control, tobacco control organizations building, tobacco control management system, specific training plans, records of tobacco control activities, pictures, photos and other data files and on-site field visits and affirmed that: Beijing municipality took tougher organizational measures and did solid work on the project to create smoke-free hospitals. The hospitals being inspected established project leading group and department tobacco control organizations in accordance with the requirements, formulated work implementation programs and tobacco control management system and developed various forms of anti-smoking publicity so that the smoke-free environment of hospitals has been greatly improved.

Since the project kicked off, Beijing Union Medical College Hospital of the Chinese Academy of Medical Sciences centered on organization building and measure implementation and established the leading group office regular meeting system; they carried out 90-point synchronized video broadcast in addition to setting the main venue for training, organized multi-level training activities to ensure effective trainings, cancelled indoor smoking rooms and changed them into "Waiting Room for Patient¨s Relatives and Friends" and posted notices to remind smokers to smoke in smoking section outside. Capital Medical University affiliated Beijing Friendship Hospital was full of anti-smoking publicity atmosphere, and the guide board "You Have Entered the No-smoking Section, Do not Smoke Inside the Building" was eye-catching and warm. The hospital also developed viable smoking cessation program to attract a large number of smoking doctors to join in the ranks of anti-smoking In addition, it implemented 2 levels management of hospital and department, and signed the smoke-free section agreements with directors of departments and gave rewards and punishments based on work results and regular examination results by the end of year. Capital Medical University affiliated Fu Xing Hospital conducted survey of in-patients smoking, and issued no-smoking warnings to patients before the patients were admitted to hospital to help them quit smoking. It also signed agreements with resident security companies and cleaning companies to ensure the responsibilities implementation of no-smoking inspectors; outdoor smoking section was reasonably set up and had the knowledge to quit smoking, which is human-oriented and publicized the awareness of tobacco control. Capital University of Medical Capital Medical University affiliated Beijing Xuanwu Hospital did solid training work without leaving any dead ends and more than 400 clinicians participating in the survey completely accepted tobacco control trainings at 3 times. The out-patient hall electronic screen of Capital Medical University affiliated Beijing Tiantan Hospital broadcast the tobacco control publicity video regularly, and according to the needs of the project, they established a smoking quitting technical and psychological support team to help smokers quit smoking. From the inspection, the progress of 7 project hospitals were uneven and the main problems are: some hospitals lack of understanding of the purpose and significance of carrying out the project and the implementing program requirements and failed to establish 2 levels organizations of hospital and department in accordance with the requirements; the baseline investigations of some hospitals were not carried out in accordance with the project requirements and the trainings were not standard or implemented; the tobacco control supervisors and inspectors of some hospitals had no clear understanding of their duties and no check records and the setting of outdoor smoking section did not meet standard requirements of smoke-free hospitals. Steering Group experts carried out one by one specific guidance to existing problems; for the next step, our city will plan to organize observation and exchange activities in good time to make smoke-free hospital project activities go smoothly.
